Incitement to Hatred

In June 2011, the Scottish Government introduced the Offensive Behaviour at Football and Threatening Communications Bill.

The Bill sets out new protections which would help tackle homophobic chanting at football matches, as well as threatening communications directed at LGBT people.  It also proposes protections against incitement to religious hatred.

At Stonewall Scotland we are committed to ensuring that these important protections for LGBT Scots are passed in to law. We are also actively lobbying the Scottish Parliament to ensure the new incitement provisions are extended to cover sexual orientation and transgender identity, bringing us in line with the rest of the UK.

We submitted written evidence to the Justice Committee of the Scottish Parliament about the need for this Bill and the recommendation that other protected characteristics should be covered. 

Some of the evidence submitted by Stonewall Scotland under 'Evidence of Need' was redacted by the Scottish Parliament prior to being shared publicly, due to its offensive content.
